זליגת הבשר לשווקים בישראל: בשנים 2007-2009 יובאו לרש"פ יותר מ-35,000 טון בשר דרך נמלי ישראל. מנתוני משרד החקלאות[7] עולה כי רק כ-15,600 טון (44%) ממנו נכנסו לרש"פ. בנסיבות הללו גובר החשש כי חלק גדול ממנו מוברח לישראל.הביקורת העלתה כי היחידה אינה מקיימת רישום של בשר הנכנס לרש"פ. בשנים האמורות היחידה חשפה 742 מקרים שבהם תפסה 643 טון בשר שהיה מיועד לרש"פ בישראל. זליגת בשר זו לישראל יש בה כדי לפגוע בבריאות הציבור וברגשותיו של ציבור שומרי הכשרות.
הפיקוח בפועל: על פי הפרוטוקול, העברת הבשר תבוצע באמצעות כלי רכב שיהיו חתומים באמצעות סגר (מתקן לנעילת מכולה) של השו"ט. עד שנת 1999 ביצעה היחידה ליווי פיזי של מכולות בשר שיובא לרש"פ: השו"ט הודיע למוקד היחידה על מועד שחרור המכולה משערי הנמל/ים ועל יעדה, ומפקחי היחידה המתינו למכולה בשערי הנמל/ים וליוו אותה באמצעות שני רכבים, אחד מלפנים ואחד מאחור, עד כניסתה לרש"פ דרך מעברי הגבול. באופן זה וידאה היחידה כי כל הבשר המיובא לרש"פ הגיע ליעדו. בשנת 1999 החליטו היחידה והשו"ט להפסיק את ליווי המכולות ולקבוע נוהל חדש שיסדיר את הפיקוח על יבוא בשר לרש"פ.
באפריל 2000 קבעו היחידה והשו"ט נוהל ולפיו: וטרינר הנמל יספק לעמיל המכס סגר וטופס "רשות פריקה", ובו פרטים אלו: תכולת המכולה, מס' המכולה, שם עמיל המכס, שם היבואן, כתובתו, מס' רישיון, מס' סגר, מס' המשאית, שם הנהג ומס' ת"ז; הווטרינר יעביר העתק של הטופס למוקד היחידה באמצעות הפקס; עמיל המכס ינעל את המכולה בסגר וידווח למוקד על מועד יציאת המכולה ויעדה; עמילי המכס ישחררו את המכולות לפי שעות הפתיחה של המעברים שיועדו לשם כך. עוד נקבע כי היחידה תבצע פיקוח שוטף ותדווח בכל חודש אם המכולות הגיעו ליעדיהן עם הסגרים המקוריים, וכי במקרה שהנהג לא מגיע למעבר שאליו נשלח הוא יזומן לחקירה במשרדי היחידה. הבדיקה העלתה כי הנוהל לא יושם במלואו – המכולות יצאו מהנמל/ים ללא סגר ולא היה פיקוח על הגעתן ליעדן, לא על ידי נציג השו"ט – וטרינר הנמל, ולא על ידי היחידה.
הפיקוח על יבוא בשר לרש"פ הלך והתרופף לאחר שמשנת 2004 ועד מועד סיום הביקורת מכולות שיועדו לעזה נפרקו במחסנים ובבתי קירור מחוץ לנמלים ללא סגרים של השו"ט והן הועמסו על משאיות קירור ללא פיקוח ומעקב אחר יעדן.
בנובמבר 2008 הודיעו השו"ט לעמילי המכס של היבואנים מהרש"פ כי חל איסור על אחסון בשר מיבוא בבתי קירור בשטח ישראל גם במצבים של סגירת המעבר לעזה, וכי חריגה מנהלים אלה תביא לפסילת אישורים ורישיונות יבוא. בפועל דרישה זו לא קוימה. הביקורת העלתה קיומם של בתי קירור בעתלית ובאשדוד המאחסנים בשר מיבוא המיועד לרש"פ ללא היתר.
לדעת משרד מבקר המדינה, יש לשקול הקמת בתי קירור בתוך הנמל כדי שהיבואנים יוכלו לאחסן בהם את הבשר במקרה של סגירת המעברים לעזה, וכדי שניתן יהיה לוודא את העברת היבוא כולו ליעדו.
משנת 2005 מתקיימים דיונים וחלופת מכתבים בין השו"ט ליחידה בדבר הסדרת יבוא הבשר לרש"פ וחלוקת התפקידים ביניהם באשר ליישום הפיקוח. מכיוון שהנושא לא הוסדר לא התקיים פיקוח על היבוא הבשר המיובא לרש"פ והוא לא תמיד מגיע ליעדו, חלקו אף מגיע לישראל.

Rabbinate Busts Fake Kosher Greens Ring
The Rabbinate’s anti-fraud branch finds leafy vegetables wrongly labeled as kosher using kosher company’s bags.

The Rabbinate’s division for fighting fraud relating to kosher food has discovered a serious incident of fraud involving green leafy vegetablesand herbs.
Products are being sold in bags that indicate that they are guaranteed to be bug-free, when in fact they are not. Jewish law (halakha) prohibits bug consumption for Jews.
Jewish law also requires that a tithe (maaser v'truma) be taken from fruits and vegetables grown by Jews in the land of Israel prior to consumption.
The Ilan Shivuk B’Kirur company is accused of having obtained old bags formerly used by the Y. Yevulei Katif Lemehadrin company, which sells guaranteed-kosher leafy vegetables, and using them to package green leafy vegetables from which no tithe was taken, and which may include bugs.
The packaging indicates that the kosher supervisors including Rabbi Efrati and the Jerusalem Rabbinate guarantee that the product is kosher.
Rabbinate workers noted that real Y. Yevulei Katif Lemehadrin products have been sold in a different package for some time. Products in the new packaging, with different certification, are certified kosher as written, while those in the old packaging are not. The old packaging may also contain products that don't match the level.

How Haredi Rabbis Helped To Unwittingly Destroy Kosher In Israel
“The meat passes from truck to truck en route, drivers change, shipment certificates designating destinations are faked and the meat for Palestinians finds its way to butcher shops in Israel. The recipients stick on labels attesting that the meat is as kosher as kosher can be. Sometimes they fake the labels, sometimes the smugglers buy perfectly authentic kashrut certificates from kashrut inspectors gone bad. In any case this illicitly kosherized meat finds its way to butcher shops throughout the land."
Writing in his Jewish Journal blog, Pini Herman notes that LA’s current kosher scandal revolving around illicit meat and allegedly counterfeit labels smuggled into Doheny Glatt Kosher Meats by its now-former owner has a much larger cognate scandal in Israel.
Nineteen years ago, the Sefardi haredi Shas Party made a deal with the ruling Labor Party to ram a new Kashrut Law through Knesset in,according to Ha’aretz, “the dead of night.”
Labor did not like the law, but it needed the support of Shas to stay in power. And Shas was clear – back the Kashrut Law and ram it through Knesset with us or we will topple your government. Labor caved in and did Shas’ bidding.
A central part of that law is that Israel will only import kosher meat, and forced Israeli meat importers to send hundreds of kashrut inspectors and their families overseas to supervise slaughterhouses and processing plants worldwide.
At the same time, the law allowed Palestinian Authority meat importers to import halal meat through Israeli ports. That halal meat is supposed to stay in the Palestinian Authority. But does it?
A 2011 report by Israel’s State Comptroller shows that the cost of imported halal meat is about 10% of the cost of kosher imported meat. The report says that the difference in cost is due to the high cost of kosher slaughter outside Israel and the 190% tax Israel imposes on imported fresh meat – a tax the PA does not have.
Ha’aretz noted that a Palestinian importer pays $1.55 per kilo of fresh fillet meat; an Israeli importer pays $11.80 per kilo for the same cut, which is 7.6 times more than the Palestinian pays.
And that, Ha’aretz notes, leads to a consequence the rabbis of Shas never considered.
“The state comptroller translated these eye-popping numbers into enlightening statistics. Out of 35,000 tons of fresh meat unloaded at Israel's ports during 2007 to 2009 for sale in the Palestinian Authority, only 15,600 tons reached their stated destinations. No less than 56% of the amount, or 19,400 tons, ‘disappeared.’”
"There is concern that the meat was smuggled into Israel and sold to the public without veterinary supervision," the State Comptroller wrote. He also noted that Jews may be buying what they think is kosher meat, but really isn’t.

“The price of the law pushed through by Shas is being paid by consumers of kosher meat, not least in the Haredi community that Shas serves. On the grounds of their strict adherence to the laws of kashrut, Haredim tend not to buy frozen imported meat: They insist on fresh meat slaughtered locally, or imported fresh meat. But they cannot be sure that the meat they bought really is kosher. Usually the butcher himself doesn't even know,” Ha’aretz wrote.
